Recover contacts from a broken phone

Hi, is there any way to recover my phone contacts?

I got a Galaxy S4 with broken screen, USB debugging not set - since the screen is broken I don' see anyway to set it on.
The phone runs however, and I can access it from windows

Were your contacts synced to Google?

No they were not.

You might have to try third party application like Dr. Fone which can help in getting your data back. I am still unsure whether those apps works fine with USB debugging option. You can check out this guide - How to Recover Deleted Pictures/Videos from Galaxy S3/S4/S5/Note/Tab. If it still doesn't work drop in a comment here and I will try to assist you.

I already tried Dr. Fone. It doesn't work unless I have USB debugging option on.

You can simply search "USB debugging option on" on Google, you will find out how to make it works, good luck!

If you read my first post I said that my screen is broken and I can't do anything on the phone.
