i am using htc 820 dual sim phone. 360 secund otherrity does not allow me to open call and other application

Welcome to Android Central! Was it preinstalled? If so, you'd probably have to root the phone to remove it. Try disabling it by going to Settings>Apps>All, selecting Norton 360, and tapping Disable (if possible).
