How can I screen cast Moto G6 to Samsung SmartTV?

I have a Straight Talk/Tracfone Moto G6 and a Samsung Smart TV. I want to cast my phone's screen to my tv, as my hotspot allocation is limited. I have tried being on the same network, WiFi direct, screen mirroring, a Chromecast, and a Timoom video sharing device. The Chromecast I had to return because I live on a farm and do not have Internet, and the Chromecast will not work without Internet. Everything is done from my phone. I returned the other video sharing dongle because it simply did not work as advertised. I think it's crazy that I can't cast my phone to my tv and I'm hoping someone can point out a solution I overlooked. Thank you.
