How can I stop Google Photos from Backing Up and Syncing?

I have turned off Back Up and Sync for Google Photos, Google Drive, and everywhere else I could find; however, my phone currently says "38 items to upload" and "waiting for Wi-Fi". I live where I have to use satellite for internet and only get 25G a month. I don't want to waste it uploading every photo/video I take on my phone. Once a month I back up my photos to my laptop via cable. My phone (Pixel 2) just updated to Pie and I don't remember having this problem before.
 
Welcome to Android Central! Where did you turn off the Back Up & Sync feature for Google Photos? Did you open the Photos app, tap Menu>Settings>Back Up & Sync, and turn it off there? When I toggle that off, I don't get the "Waiting for Wi-fi" message in the Google Photos app. Are you saying that when you connect to wi-fi, it does start backing up photos, even though you have that toggle turned off?
