How can I tell if my phone is cloned?

I believe somehow my phone has been cloned and/or is linked to my wife's phone and somebody else is using her service and data via my phone. It's difficult to explain. Some of the things that have been happening to her phone are: 1. She gets calls from my number that I don't make. 2. she often won't recieve her calls and texts when they're sent and then they'll all randomly come through all at once later. 3. She isn't able to change many app settings. 4. She has apps using chunks of her data that she doesn't use.. and many other things I can't think of at the moment. Is there any way to locate an app or something in either of our phones that may be responsible for this? Any help is appreciated.

I have a Galaxy J3 Prime w/ android version 7.0

She has a Motorola ZTE I believe. Her phone is currently stuck in boot loading loop.

Also she has changed service providers, Google accounts, and devices but the issue persists.
 
Welcome to Android Central! It's highly unlikely that someone cloned the phone and is controlling it. The fact that her phone is currently stuck in a bootloop suggests that either the firmware is corrupted or the hardware (motherboard) has failed. This could certainly explain all of that strange behavior. If her phone is still under warranty, she should contact the manufacturer (either Motorola or ZTE -- they're different companies) (and Moto is actually made by Lenovo). If the phone isn't under warranty, then it's either a trip to the repair shop, or springing for a new phone.
