How can I turn on USB Debugging without my OS ? (HTC one m8)

I have messed up my Phone and now I m stuck in the android system recovery and bootloader. I want to install TWRP again but i need this Option turned on. Can someone help me please ?:'((

Welcome to the forums. You should be in the bootloader, an in that instance, you just need to set up your PC for Fastboot and ADB commands. Since you have no OS, and have S-On, you may need to reflash the stock ROM.
