Carriers used to be able to unlock devices in cases like this but I don't think that's true anymore. Devices used to offer alterative login options and I'm not certain they still do that either and of course if you attempt too many times it factory resets your device. I believe you have to options. First you could use Google's location service to locate the device and change the pin code. The device would of course have to be on for this option and it would definitely work if it was booted up but since yours requires a pin to boot this may not work as I'm not sure if this means none of the services are available until after the ok has been given to fully start the device. Option two is to contact the manufacturer. I'm sure you are not the first this has happened to and they likely have a solution that saves you from factory resetting the device.
