Use Gmail to send and receive email from other accounts

How do I set Gmail to send and receive email from other accounts? I've read the article: androidcentral.com/how-use-gmail-send-and-receive-email-your-other-accounts

When I get to the stage "Add another email address you own" and try to add the hotmail account, I get an error message that says "authentication failed...." Can someone point me to a tutorial that works or is it no longer possible to add a hotmail address to gmail?

Welcome to Android Central! Have you tried this method? https://support.google.com/mail/answer/21289. It's very similar, but it instructs you to click on the "Add a POP3 mail account you own" selection, and proceed from there.

I tried that also but still get an error message. Does Hotmail block you from doing this? Any other suggestions. Thanks
