How do I activate phone dialler on my samsung galaxy note 10.1

Am using a samsung galaxy 10.1 when i go to Applications manager, under the all tab I can see phone dialler but its not getting activated disable button is grayed out how do i reactivate it

The disable button is grayed out and you want to disable the dialer? You do realize that would mean that you can't make or receive phone calls, right? And that the dialer being enabled uses no resources at all (so why disable it - you can't replace it with another dialer for incoming calls)?

There is no phone dialler on the pages or in the widgets. but i can see it in applications manager. How do i enable it?
