I am every 5 minutes getting a uber popup say "Got to somewhere". Even after uninstalling the app it still appears. It does have an opt out option, that either wants my IMEI or download an apk file. Are these safe options?

Welcome back! Does this happen only when you have the browser open, or even on the homescreen?
Do NOT give out your IMEI or download the apk. It sure sounds like some sort of popup ad or installed adware on your phone.
