How do I change the default function of double tapping the home button on a Galaxy S4 Mini?

I would like it to bring up Google NOW voice searching instead of S Voice searching without using a third party app.

Welcome to the forums. To my recollection, I think S Voice is baked into the ROM. However, if the options is there, it might be in the SVoice app, under settings.
