How do I change the settings for messages that could cost money on a galaxy s5?

I was looking up a tattoo website and they told me to text a number so I could enter to see if I won a free tat/piercing. I did, but a message popped up on my phone saying it could cost money and I accidentally hit no. Now it won't let me send. How do I change it back?

Hi, that might be a question for your service provider. I know what pop up you're referring too, I just can't think of where to remove it.
