How do I clear my system cache partition on my Droid Razr?

My apps are not responding. When I click on them they all say they stopped responding or stopped working. Can't get into anything. When the phone rings it takes forever for the screen to come in so I can answer it. By the time it does pop in I've missed the call. I send text that show they went through but the person isn't receiving them and I'm being sent text that I'm not receiving.

If your Razr is anything like my old Razr Maxx, there may not be much you can do about the horrible lag. I still have it (use it as a bedside alarm clock), and it's ridiculous how long it takes to do simple things like updating an app.
