how do I enable voice recognition

Voice recognition on my Medion E4503 phone has been completely disabled. Why would Medion do this, I wonder?
Anyway, I'm sure that some of you geeks out there will know how to enable this; in root, no doubt. There are no voice options at all in settings.
While on the subject, what would be the best app for voice dialing? There are loads out there.
