You should be able to remove the Picasa albums from your phone on your Google Account settings. I can't remember if the Gallery Settings on the Note 4 allows you to de-select the Picasa album on Cloud services or not, but it should be on your Google Account.

U have to go to google photos or drive on some phones thays what it is
