How do I get a contact off the Reject list?

I have an SM-N9004 with Android 4.3 on Australia's Telstra network.
Please forgive the failing memory of a greybeard, but some time ago on my old Note 2 (or perhaps it was on my current Note 3, I can't really remember), I had problems with not receiving messages from certain contacts.
Eventually I found the phone setting which had accidentally been enabled - this was not an "obvious" setting and I needed assistance from a kindhearted forum member to put me on the right track.

I suspect I'mcurrently not receiving SMS's from a certain contact for the same reason, but after two computer crashes I've lost details of the original forum and the member who previously assisted me, so I'm hoping that someone on this forum can help.

I've found a setting in "Device / Call / Call rejection".
The auto reject mode is already set to OFF and the contact in question wasn't listed on the reject list anyway, but I'm wondering if there is ANOTHER setting somewhere in the Note 3 that I've missed?
I would really appreciate any help you can give me.

I am not sure myself, as I do not have a Note 3.

A Factory reset should put all the settings back to the way they were when you opened the device for the first time. I would back everything up before doing so.

I am trying to enlist some help to avoid doing a reset.

You said you aren't getting messages so I assume you mean text messages? If so ensure they are not set as spam since this would block them from texting you.
