Welcome to Android Central! Why do you think someone hacked your account? Just because something isn't working correctly doesn't automatically mean you've been hacked (in fact, it hardly ever means you've been hacked).

Which phone and which keyboard app are you using? Do you mean that whenever you tap a text entry field, you can only get the keyboard's voice-to-text dictation window, and not the onscreen keyboard?

There should be a little "keyboard" icon when you get speech to text. Tap that and you should switch back to the keyboard.

(If it still defaults to STT after that, go to Settings > Language > Keyboards, and set the default to the keyboard - it's set to STT.)
