How do I get rid of this virus?

I've got a virus on my android and I've tried factory resetting it, not importing any data, not using the wifi, using anti-virus scans, and hard resetting it. Is there any other way to reset the phone completely?

I'm very sure. I've seen it close apps, open up apps, I've opened up the browser and found it searched stuff, I've had it take pictures from my camera. I don't know what to do.

Welcome to Android Central! You're talking about behavior. Can you identify what this malware actually is, or are you just assuming it's malware based on the behavior? Does this also happen in Safe Mode? Which phone do you have?
