How do I get ride of that GREEN Dot in the lower right. I hit it when I want to send text message

I'd recommend you to disable the Developer Options. You won't lose anything important, don't worry.

Go to settings - system - Developer Options and switch them off. This should restore everything in there to the default values, which is good at this point. After this restart the phone and see if it made any difference.

Even though I don't remember why I enabled Developer Options, there is one condition that I eliminated along the way, that fixed a problem with the extreme dimming of the LOCK SCREEN.
It was one of most annoying problems I had with the Pixel 3. Now that it's fixed, I'm afraid that, although I think it's remote, my system could return to the annoying problems.
If I disabled Developer Opinion, and the problem returns, what category in the Devopers Opinions could be possibly involved so I could fix it again.
Maybe I'm just too cautious. Thanks again as usual, especially now that you're moved on from Pixel 3 XL
 
I don't know of any Developer Option that could make the lock screen brighter and it's impossible for me to know which values you changed there. What I know is that some of those options can cause glitches in your phone if you don't know what you're doing.

For example, changing the dpi value (smallest width) your content will look bigger or smaller. The problem is that if you change that value outside the normal range some content will not be displayed correctly and this was my original guess. I'm not sure if this is the case but it's quite simple, see the value you have in 'Smallest width' and we'll try to compare with other phones that still have the default value.

Other approach could be you taking screenshots of the whole Developer Options menu (or noting them down), disable them, restart the phone and see what happens. This way you can compare which values were changed.

Please, before anything else just take a look at which value you have for Smallest Width in the Developer Options and tell us.
 
I agree with Javier P -- I would strongly suspect that the way you modified your screen (to make everything look bigger) is interfering with the ability of the phone to show the Accessibility shortcut.
 
Basically this is how it works. A lower 'smallest width' makes your display content bigger. The downside is that being that low some of that content doesn't show up correctly, probably causing some of the problems you have reported in this forum.

I would set the dpi value back to default and set the font size, from the Display settings, as bigger as possible. Restart your phone, use it normally and see if previous glitches still happen. Then you'll have a decision to make :) Stay with the default value and avoid glitches or change it again to make everything look bigger.
 
Also, you can change back to the default value in settings - Display - Display size/scaling - move the slider to Default.
