how do I get ringtones back on moto G5+?

My moto G5+ has lost its ringtones. Settings>sounds>ringtones>SIM1 shows no ringtones. If I reboot into safe mode, they are there, but only in safe mode. But even in safe mode it doesn't ring. My phone is locked into mute mode.
How can I fix this? thanks

Go to the system settings menu, tap the Menu button again, and then Reset All App Preferences. Now try selecting a ringtone again, and see if it asks you to select an app to complete the action. Which choices do you get?

OK, thanks, that's good. Now I can select a ringtone. But it doesn't ring!!!! Still a mute phone. Volume is up full, speaker works fine, no DND in place.

When you select the ringtone, does it play a sample for you?

When you turn the volume up to full, are you certain it's the Ringtone volume slider, and not the Media or Alarm slider?
