How do I label photos on Samsung S9?

What exactly do you mean by 'Label'? If you want to insert overlay text on a picture, just open the picture on the Gallery and tap the picture; you should see the Edit option (looks like a paint pallet) there. If your phone doesn't have the app, it'll prompt you to download from Galaxy Apps (Photo Editor).

If you want to re-name the picture, you can do that either from a File Manager app (or the stock My Files app) or from the Gallery, open the picture, tap the menu button, select Details, and there select EDIT. You'll be able to re-name the file there.
