how to move contacts from S4 to android tablet?

I seem to have lost contacts on tablet or don't know where to find them. No shortcut on home screen. I thought I should import from android S4 phone.

Welcome to Android Central! The ideal situation would be for your contacts on the S4 to be associated with your Google account, and not the Phone/Device account. If they're associated with your Google account, that means they sync automatically with your Google Contacts in the cloud. They should therefore sync with the tablet's Contacts app, as long as the tablet is also logged into the same Google account.

Have you tried a Power Off and Restart of the tablet?
