How do I properly transfer data via smart switch?

I'm switching from a Galaxy S10+ to a Galaxy Z Fold 3, using cable phone to phone. I've backuped everything from the S10+ using the Samsung Smart Switch. But when I restore that backup to the new Samsung Galazy Z Fold 3, I receivie the message that everything was transferred. But, not one app at all was restored from the backup, nor did my home screen setup. I also tried it phone to phone via wifi, but still no apps or desk top setup transferred.
