How do I put time on my coolpad 4g cell phone and were do I need to go

Actually, the settings should be set to automatically get the date and time. It gets them from the GPS signal received by the carrier's tower, and that's accurate to very small fractions of a second (3 billionths of a second, the last time I looked - MUCH more accurate than anything you can do by hand, and if the phone clock drifts by even a few minutes a day, it's being corrected a few times a day, so it will never be very far off).

just to clarify; you are referring to it's clock- time, not it's minutes (Mobile Data) -time ?
