How do I restore my contacts on new phone from cloud?

I'm having the same problem. After my Galaxy S5 Active was stolen, I bought the S6, but 80% of my contacts are missing and I backed everything up on my Google account but can't figure out how to get them back.
 
Settings > Accounts > Google > Tap the account > Enable Sync contacts

That will download them to the phone. And as long as you always save contacts to your Google account, all changes, deletions and additions are automatically synced with Google for backup and easy restoration when you change phones.

Android since v1.0. Linux user since 2001.

Welcome to Android Central! More details would be helpful. Which phone? What were the circumstances? Did you do a factory reset? Were your contacts originally saved to your Google Contacts in the cloud, or only on the local Phone account?
 
If they were entered as Google contacts, they're at Google Contacts. If they are, just putting that Google account in the phone will restore the contacts.

If they were entered as Phone, Device or SIM contacts, they were never backed up to the cloud, so you'll have to enter them all by hand, (Enter them as Google contacts if you're given the choice, so you don't have to enter them again.)
 
Welcome to Android Central! That depends on if you had saved or backed up your pictures and phone numbers to the cloud in the first place. If you entered your contacts into the local Phone account, and not your Google account, then the contacts weren't synced to the cloud, and they're gone. If you didn't actively backup your photos anywhere (like with Google Photos auto backup), and they were only on the phone, then they're gone as well.
