How do I set up in-app purchases on the Galaxy Tab A 10.1 2019?

I'm looking to find a way to set up payment options for an in-app purchase, should I wish to make one - on the Samsung Galaxy Tab A. I'm getting that for Christmas 2019 to replace an iPad 5th Generation with a cracked screen (the glass is cracked).

1.On your Android phone or tablet, open the Google Play Store app .
2.Tap Menu Payment methods.
3.Under "Add payment method", select the payment method you want to add.
4.Follow the instructions.
5.The new payment method will be added to your Google Account

In app purchase should be in Google play store in settings where you put you credit card info for selected payment
