Welcome to Android Central! See this site: https://support.google.com/gmm/answer/3273406?hl=en. It says,

"You can silence voice navigation by touching the mute button.

  1. Start Navigation.
  2. In the top right, touch Unmute

    .
  3. Select Mute

    .
To turn voice navigation back on, touch Mute > Unmute.
You can also silence voice navigation by touching the volume controls on your device."

Re: How do I shut off the voice for Google Maps?

I was about to post ditto for"All I see is louder, normal and softer", but I figured it out. My voice has been always off for a long time but it reappeared. You need to start the process of navigating to somewhere. There will be a small microphone icon on the right side of the map. Press it and you have 3 options: On, Off, Alerts Only.

I also had trouble finding mute. Its NOT in settings anymore. It only appears while you are actually navigating. .. towards the upper right, as a little speaker icon. Tap it once and it shows two icons (mute and unmute). Then tap the mute icon. Would be nice if the put it also in settings where any normal person would think to look for it!
