How do I stop WiFi printer search from turning off my Hotspot?

I made the mistake this evening of clicking through a notification on my Samsung Galaxy S8 that allows my phone to turn off my Hotspot to search for a printer and use WiFi instead. I realized this a half second too late, and can't find the setting to change it back. Any ideas?

Our home internet is down for a few days with a “bad line” (eyeroll), and I need to print. I successfully connected my phone and printer via my Hotspot, but now everytime I go to the print screen, it shuts down the Hotspot and enters WiFi mode (despite this being turned off) to enter a Discovery mode for printers.
 
Just because your internet is down should not mean that your internal network is down. Just fire up your router, get your printing done once it's done booting and you can get your phone and printer online then turn it back off again.
 
Go into Settings and, in the search bar on top, try print first and check those things out, then if there's nothing there, try tether and see if there's anything there. I didn't find anything like that in AOSP (stock Android), so it must be a Samsung thing.
