How do I switch back to SMS for android to android texts?

My phone now uses my internet data instead of SMS and MMS(in Canada MMS does not generally count against your data limit, including with my service provider) for android to android communications. It's not just a preference I actually can't text android users with the data turned off. I can still text iPhone users with the data off, as well as at least some SMS modem services(the one I tested it with was my city's service for public transit users). I have a plan with significantly less than a gigabyte of data, but unlimited SMS and MMS. How do I switch it back. It's an alcatel 1X who's about screen reads as follows:

You probably have to call your service provider , MMS uses data and you just want sms service.

Welcome to Android Central! Are you sure these SMS messages you're trying to send are truly SMS? Keep in mind that group texts and any text with emojis are automatically MMS.
