how do I turn off "the checkbox is currently checked" voice prompt?

sorry for the newb question but i can't figure out where to disable this...I have "talkback" disabled in apps manager already...the phone also announces "scanned finished" when selecting wifi signals...

You ever get this fixed? I have the same problem. My next step is to just try a factory default, but can't do that till next week.
 
Check to see if you have any apps running under accessibility. For me, using Missed It made the voice prompts come on and the only way to get rid of them was to delete it. Same thing happened on my S3

Found it! Thank you. Not sure who's problem it is...but...the issue is I have a Pebble Smart watch. So that service is enabled in Accessibly. This was not an issue on my S3,

Seems like buggy software from Samsung to me.
 
This is exactly it. I had a Whatsapp Extension on for DashClock. Also noticed that this is the reason why my Airview broke on emails as well.

I too have a pebble - so far what worked on my S4 was: Settings - My Device - Accessibility - Text to speech options - Google Text to Speech Engine (instead of Samsung.)
