How to turn on USB Debugging in recovery mode

I need to turn on USB Debugging mode in recovery mode to root the Moto E XT1022 Device having Android Lollipop 5.1.1 installed on it.

You don't. Recovery "mode" isn't a mode, actually, it's a different version of Android running from a different partition (think Windows and Linux on the same computer). There's no debug mode in recovery or download (which is another "OS" - there are 3 in Android).
