How do we obtain the stable scanresult list in WifiStateMachine?

I want to manipulate the raw scanresult list in wifistatemachine,
however, sometime, the scanresult list will return an empty list if I use wifimanger or
ScanRequestProxy's getScanResult() method. Also, when the devices reboot, the list is always become empty. I have made sure my location services has been set.

It's up to you to copy the current file to another directory, or to rename it, so it doesn't get deleted.

As far as manipulating it, what kind of format is the list?
