How do you control the Camera Flash?

I am using a Samsung Galaxy S4 using Android 5.0.1 and it's camera flash is flashing one short followed by 4 long flashes. How can I detect what app is doing this? It seems to be started when I receive a phone call.

There should be a way of determining which app is using the phone's devices such as speaker, flash or screen.
