How do you fix "com.android.phone has stopped" during startup wizard?

I'm using a LG OPTIMUS L9 MS769 and I had factory restored it. Now I'm at the startup wizard and it keeps saying "Unfortunately, the process com.android.phone has stopped," so I can't leave the start up wizard. Is there any way to fix this? I don't have a back up and it's unrooted so.

Welcome to Android Central! Not sure if this will help, but see if you can boot into Safe Mode: https://support.t-mobile.com/docs/DOC-11126

If the problem persists, then I would suspect either a corrupt firmware or faulty hardware. There may not be much you can do besides bring it to a repair shop or contact LG.
