How do you get rid of this Chinese Android notification virus?

I've accidentally opened a malicious website and it somehow installed a virus on my Android mobile phone, an Alcatel One Touch Flash Plus. I've wiped out the drive and also did a factory reset but it's still popping up as a notification. Attached is a screenshot: http://bit.ly/2zRhq8r.

Welcome to Android Central! Swipe down the notification panel, long-press one of them, and tap App Info -- what does it show?

When you did the factory reset, did you start from scratch, or restore data from a previous backup? Try another factory reset, but this time, don't restore -- start from scratch, and don't let anything automatically install from the Play Store.
