How do you merge icons on home screen

Icons do not merge when icon held approaches merging icon
 
That seems like a backward way of doing things. The icons are not the apps, they are merely placeholders and pointers for the actual apps.
If I wanted to group all my (for example) weather apps into one "place" I'd first create the folder "Weather" then move the icons into that folder. All of which assumes your OS does include those options.
 
Welcome to Android Central! It sounds like the OP is trying to create a folder by dragging one icon on top of another. On some devices or launchers, this can be very finicky -- I recall this being especially annoying on the Pixel C.
 
Sometimes it's is awkward and difficult on my Samsung A21 to create a folder by dragging an icon on top on another icon. Most of the times it works perfectly. However, sometimes I have to try at least four or five times for it to finally work, and it just keeps moving the under icon out of the way. Sometimes it almost seems like my phone just really wants to keep some icons standalone on their own. It's weird. I have never paid enough attention to notice if it happens more so with a certain set of apps, like Google Apps for example.
