How do you set up a homepage on an Android smartphone

The cellphone is a Motorola MotoG (1st. Edition).

Do you mean set up the home page on your browser? It would depend on the browser you're using but usually if you tap on the menu button there should be a settings section.

If you want to add/modify a homescreen, you can tap and hold on an empty space on it (or tap and hold on an existing item to edit) and it should let you add app shortcuts or widgets, re-arrange your homescreens, and add/remove homescreens there.

The Moto G launcher doesn't allow you to change the number of homescreen. To do that you'll need a custom launcher.

To add apps or widgets go to your app drawer (the rounded icon in the middle of your dock). Select the tab (apps / widgets) swiping right or left. Tap and hold on the icon you want to add and drag it to your screen.

Once in the screen tap and hold to move it around or delete the shortcut.
