How do you turn a force stop app back on

I wanted to download a game so I started deleting things and for stopping things and it's messing my phone up I need to get it back right

Welcome to the forums. You just need to open normally any app that you force stop. If you are still having any problem just try restarting the phone.

If you deleted something the phone needs (which isn't likely, but it's possible), you have to put that back. But as Javier said, force stopping an app is like closing a program on a PC. If it needs to run again, it will. If you need it again just run it.
