How is it possible to have unknown apps installed and you're not able to Uninstall or disable them?

I've been being hacked for a couple weeks now. I just got my S10e days before the 20 came out, so I can't/ don't want to just buy a new one yet. This person lives about half an hour away though and is capable of installing apps and controlling my phone basically. I cannot get into any of my accounts except on her terms. My child's baby pictures were saved to that email. Umm I believe it started with a few contacts being linked to my number. I had special folders for special pictures that they accessed and is now for sale on Amazon. So could someone please help me with the privacy issues I'm dealing with. There's something about dual messaging in there too

Welcome to Android Central! Can you give more details about how you were hacked? If you know the person who hacked you, have you reported this to the authorities? Hacking is a crime. Contact the local police first, and if they can't help you, then go here: https://www.ic3.gov/default.aspx

Have you already changed the passwords for all of your sensitive accounts, starting with your Google account? Are you using 2-factor authentication?

You said your child's baby pictures were "saved to that email" -- what do you mean by this? Do you mean that these pics were saved to your Google Photos in the cloud? Or that all of the pics were saved as email attachments in an email account, like Yahoo Mail? Can you show us this Amazon listing for your special pictures? It seems highly unlikely that Amazon would allow anyone to sell any digital pictures, much less ones that weren't their own.

The body of your post seems to have nothing to do with your thread title -- what unknown apps are you talking about?
