how is wifi draining my battery when it's off?

I have had my wifi off most of the day and my wifi and Bluetooth scanning are off yet gsam is saying that wifi has used up most of my battery. Is there something that I'm missing here?

Ok i may be wrong about this. As I'm not sure if you already toggled it. But in the advanced settings there is a scanning option I toggled mine off and I found it helped. If this is what you were talking about I apologise
