Is it a guaranteed beta or only for select users?

There's a limited number of spots. The UK one wasn't full last time I looked.
Edit: when it was first open it was limited to 200 in the UK but there are now 202 members joined so it appears they've extended the beta numbers.

I got mine via the regular software update menu

It should be an OTA update.
