In not sure if there is a time cut off. I would think it all depends on how much storage you have on the phone. Do you have 128 or 512? Do you also have sd card installed?

How long can I record video on my S20 Ultra?

Its a function of storage space and the quality of video (1080, 4k, 8K) for how long of video can be recorded. The higher quality, the quicker the video will take up your available space. I have found that 8k records for about 7-8 minutes before getting to the 4.00 GB limit for each video file. At that point, it seamlessly continues recording, just to another file. 4K can twice as long in to the 4.00 GB file size limit. 1080 can go for 45 minutes.
