It really depends on how you use your device. If you play a lot of large games, then 9.9gb storage seems a real challenge.

I believe they upped theirs because of no microSD slot16 gigs is nowhere near enough for a modern smartphone! That's why HTC upped theirs to 32

In 2013 we shouldn't have to make sacrifices on our $650 phones should we. We are locked into 2-3 year contracts (3yr in Canada) and I expect my phone to actually last me 2yrs this time around.

I got the 16gb on Sat.
The apps are very small so with a 64GB SD card, there is plenty of room.

How can you say apps are very small? Depends on the apps you use. Games as example and some social apps can be over 1gb or more each counting the data and cache needs.
Sd card has nothing to do with app storage.

That's plenty of room for Apps though. Just get a 32GB MicroSD card for $25 for storage space.
Android apps are atoll smaller than iOS apps but I can easily have 10-15GB of apps on my phone. I feel you shouldn't be forced to choose apps you can and cannot carry. The carriers like it because it forces you to use data and makes you run over on your data plans.
I'm sure you realize just how atypical you are, at least with respect to the general smartphone populace. For the vast bulk of people, the 9GB left over is plenty.
