How to answer calls from Google Voice on new non-Google cell phone ?

My original Google Voice number became my Project FI phone number when I signed up for FI and worked just fine.

When I cancelled, I selected to port my number BACK to Google Voice and Google did that in 24 hours, again, no issue with that.

By default, it also showed (and Google emailed me..) that my previous Cell phone had now been linked to forward incoming calls to GV to that old number (a number I no longer have).

OK, so I deleted that old number in voice.google.com and entered my new cell phone but any incoming GV calls do not ring my new cell phone -- what step am I missing ?

In Google Voice, the true cell phone is verified and any incoming GV calls are translated to text, it is just that I also want my real cell phone to ring also and it does not.
 
On the "phones" tab of settings, it is set up to forward calls to the cell phone number? If that is checked, then click "edit" and then "advanced settings" and make sure that the Ring schedule is set to "always" on weekends and weekdays and that the forwarding options are set appropriately.
