How to answer incoming call while on the phone

If I get a call while I am on the phone leaving a message for someone, I try answering the call by swiping the incoming call button. It gives me 3 options, like "answer the call", "put the person on hold", or hang up", but pushing the buttons, swiping in all directions doesn't do anything. Very frustrating.
 
Welcome to Android Central! See if it happens in Safe Mode as well. Also, open the Phone app, tap Menu>Settings>Call Settings, and look for an option for Call Waiting -- make sure that's turned on.
 
I have a Galaxy S10e. I did a force stop and cleared the cache on the phone app. Although not real responsive (may have to swipe or tap the caller options more than once), I am able to put a call on hold, or end my previous call to answer the incoming call. My phone does not have an option for call waiting. apparently that is not an option we are paying for through our phone company?

Call waiting is pretty much standard for all phone companies these days. It might be an "added option" in some countries with small companies, though - I haven't "beaten the bush" to find out. (But if you hear a beep when you're on a call, telling you that there's another call coming in, that is call waiting.) If you're in a halfway advanced country, it should be standard.

When you put the call on hold, you should get the option of answering the new call or going back to the old one.
 
Call Waiting is virtually universal, at least in the US. But it can be turned off manually, which is why I suggested looking for the option. You looked through every possible menu in the Phone app? If you really couldn't find it there, then contact your carrier and see if they control Call Waiting on their side.

Also, do you have a screen protector on? Did you already try Safe mode?
