How to block foreground cellular usage on app by app basis?

Just got a new Moto E phone for my daughter, the first Android phone in our household. I don't want her to run up our cellular data usage using certain apps.

I know how to go into Settings and turn off BACKGROUND cellular usage on an app by app basis, but I can't find a similar feature that allows me to turn off FOREGROUND cellular usage on an app by app basis. Can anyone offer a solution?

FYI that I do not want to "root the device".

You would have to disable but most will eventually turn back on. Some apps are always running in background even with screen off but phone on
