How to clear phone's cache

I would like to know, because I tried following the email instructions but it would have my phone in safe mode

Settings/General/Storage/Cache. It'll ask if you want to clear the app cache. (You only need to clear the system cache if you're flashing a different ROM.)

Actually it's Storage>cached data.
