Do you mean from the conceptual viewpoint - how to make the app socially relevant? Or from the development viewpoint - how does one develop an app? Two totally different things.

For the first one, you have to figure out what's socially relevant.

For the second one, you have to study programming (CS50: Introduction to Computer Science and Teach Yourself Computer Science are examples). (And that's not something you do over a long weekend, it's something you do over about 2 years.)
