How to fix 'there was a problem communicating with google servers'

Hey I've had this issue where I constantly get this message saying 'there was a problem communicating' with google servers'

I've tried loads . even factory resetting can someone help!

Also I'm not rooted.

I've read that turning off Google's 2 step verification MAY fix this issue....
