How to hard reset the phone that requires password?

My sister found an oppo phone. There's no sim card inserted and we can't contact the owner. The phone is locked with password. I tried to hard reset the phone but still it requires password. Is there any way to unlock the phone?
 
No. The phone will remain permanently unusable to everyone except the owner.
Hand it in to a carrier store: they may be able to trace the owner. There may be a reward, so leave your contact details.
 
In most countries, your sister would be considered to be in possession of stolen property. (Even if someone else stole it, and couldn't figure out how to get into it, so they just left it somewhere, it's still stolen property. As mustang7757 said, have her turn it into the police or the carrier. There's no way of unlocking the phone without the password (the Google password for resetting, or the phone's password for just getting into the phone. [Even assuming it doesn't have a fingerprint scanner. If it does, she'd have to steal the owner's finger.])
